The station traces its roots to 1975, when it launched as WRHR — standing for Rush Henrietta Radio — as a low-power, 10-watt student-run club operated through the Rush-Henrietta Central School District, initially programming a Top-40 format before shifting toward alternative music. Monroe BOCES #1 acquired the operation in 1985, and on March 2, 1987, the call sign officially changed to WBER, an acronym for BOCES Educational Radio.
