36:21 Intervenant 1 We start with the morning news link. President Paz spoke about the investment law. It doesn't matter if it's from the left or the right, that the dollar generates employment, he said. The president of Bolivia spoke this Wednesday about the investment law that his government presented on Tuesday and he affirmed that the dollars should also reach the country without ideological discourses to generate employment and development. I don't care if the dollar comes from the left or the right, I want the dollar to come, to land in Bolivia and to generate production, to generate employment, to generate industry and to generate development, said the mandator. Also, Paz indicated that the new investment law has to open the option for small, medium and large entrepreneurs to invest their money safely. The State is important, but it is more important that you can have the capacity to develop your region, that you have the right to generate your business, that they respect you and that they allow you to grow," said the president.
37:27 The Law of Investments sets up conditional and temporary benefits with discounts of up to 80% in the IUE. The Law of Investments project sets up a regime of promotion of tax incentives and customs. It is about conditional and temporary benefits, which are of two types, automatic and qualified. It exposes that the supreme decrees will only be able to develop procedures, technical formulas, verification, tax classification and control will not be able to create or expand new tax benefits, percentages or modify what is foreseen in the current law. The draft law establishes that the definitive import of capital, machinery and equipment, new production units that include an eligible investment, will be exempt from the tax of the added value, the IVA, when the goods are destined directly to the project and not produced in the country. This benefit will also be applied to parts, parts, accessories, specialized that are indispensable for the operation of capital, machinery and equipment goods. The exemption will apply if these goods are not produced in Bolivia. If there is national production registered as done in Bolivia, the benefit will not apply to the company that must buy locally or pay the import taxes. Likewise, the benefit provided will be applicable to imports made within the next three years to the registration of the investment project.
38:56 to carry out the process in the customs, the importer must register the project and present the juridical declaration of productive effect through the national customs will apply this exemption with subsequent control based on the risks

With the anticipated rejection of the free parliamentary bench by Senator José Antonio Ormachea, the investment law project presented by the executive body to the Legislative Assembly and the doubts about its approval by the ministerial cabinet, by the national head of the United Alliance, Samuel Doria Medina, the government will try to approve the first law of the package of ten norms announced by President Rodrigo Paz. The Minister of Economy and Public Finance, José Gabriel Espinosa, reported that the remission of the legislative assembly of the document, which has 103 articles for its respective treatment in the chambers of deputies and senators, said that the bill seeks to naturalize investment, provide stability, confidence, under the principle of good faith and order the regulations through a new national investment agency
40:25 and deputy president affirms that there are four investment law projects in the legislative assembly the president of the chamber of deputies roberto castro salazar informed this Wednesday that there are four investment law projects in the plurinational legislative assembly including the one submitted on Tuesday by the government and pointed out that the proposals should be revised before its treatment
40:54 And this news happened an hour ago. Andrés Záraty has presented his irrevocable resignation to the Vice Minister of Culture and Folklore. Andrés Záraty Chavarría presented his irrevocable resignation to the Vice Minister of Culture and Folklore, arguing differences with the government's vision of the cultural sector. In a letter addressed to President Rodrigo Paz, Saraty explained that his decision was made after a deep reflection and with the same sense of responsibility with which he accepted this function. He indicated that his management was assumed with extremely limited resources, institutional weaknesses and numerous accumulated structural problems, aggravated by the economic and political crisis. Despite this, he said that he worked in coordination with governments, municipalities and other ministries to incorporate the cultural dimension in public policies. However, he warned that it has not been possible to reverse a persistent vision in the main spheres of state leadership that still does not fully understand the importance of cultures. The now ex-vice minister said he accepted the position convinced of being able to strengthen the sector, improve the conditions in which his work is being developed by artists, creators, managers, portable communities and consolidate a cultural institution.
