A full-service broadcast radio station licensed to Westminster, Maryland, and owned and operated by Hilltop Communications, LLC, the station serves Carroll County with a classic hits format drawing on music from the 1960s through the 1990s. It additionally broadcasts on 102.3 FM and 93.5 FM translators, extending reach across the county. The station carries play-by-play coverage of the Baltimore Orioles and provides local traffic and weather reports on weekdays. WTTR first aired on July 4, 1953, launched by local businessman Russ Morgan with the Star Spangled Banner as its inaugural broadcast. Carroll County Broadcasting Company held ownership through the 1960s and 1970s before Shamrock Broadcasting acquired the station in the early 1980s. Shamrock shifted the AM to an adult contemporary format in 1981, operating as Carroll Community Radio with a full news team and staff DJs. In 1984 the FCC approved night broadcasting rights, and the station added towers at its Uniontown Road facility to enable evening programming, which featured a Big Band and standards format. The station developed strong community ties under General Manager Dwight Dingle, a retired teacher who joined WTTR in 1974 and served in management roles until his death in November 2009. He co-created the Carroll County High School Athlete of the Week award and was active with the Carroll County Chamber of Commerce. Sports programming has historically included high school football, basketball, and Babe Ruth Baseball. Hilltop Communications later acquired the station and maintains its community-focused identity.
