A commercial AM station operating at 1430 kHz with 500 watts of daytime power, the outlet airs a World Ethnic format centered primarily on Hmong-language programming, supplemented by Russian-language content and religious broadcasts on Sundays. The Hmong are an ethnic group with origins across parts of Laos, China, Vietnam, Myanmar, and Thailand, and the station has long served as a primary media resource for Sacramento's substantial Hmong diaspora community. At night, power is reduced to 20 watts non-directional to avoid interference with other stations sharing the 1430 kHz frequency. Programming also reaches listeners via FM translator K251CA at 98.1 MHz, operating at 240 watts in Sacramento. The station first signed on May 23, 1963, built by the Gamble family in Stockton, California. It was subsequently purchased by Jack Powell in 1964, who relocated both the city of license and transmitter to Sacramento.
