Originally licensed as a 100-watt Low Power FM station operating at 102.3 FM, this broadcaster traces its origins to 2005 as part of the Spark Museum of Electrical Invention — known formally as the Museum of Radio and Electricity, from which the KMRE call sign derives its meaning. Early programming centered on the Golden Age of radio, featuring music and content from the 1920s through the advent of television. In 2018, Kulshan Community Media assumed operation of the station, introducing a series of significant changes. Programming shifted toward Roots Americana music, a dedicated local news team was established, and weekday afternoon newscasts became a regular feature. Kulshan Community Media subsequently applied to the FCC for Non-Commercial Educational status and an increase in signal strength. Following regulatory approval, the station transitioned to a new frequency of 88.3 FM as a full-power NCE broadcaster. The low-power 102.3 FM license was surrendered to the FCC on June 19, 2023, and formally cancelled the following day. The transmitter antenna is now situated on King Mountain, and the station shares facilities with Whatcom Community College. Current programming includes local and regional news, educational content, cultural programming, and music reflecting the Pacific Northwest. The station produces a local news operation covering Whatcom County affairs and carries original music programming alongside community-focused content. It operates as a community radio station serving the broader Whatcom County area.
