The station began broadcasting in 1979, making it the first of its kind in the Salt Lake City market. Public affairs programming features locally produced content alongside nationally syndicated shows such as Pacifica Radio's Democracy Now! The station traces its origins to community organizer and Utah State Legislature member Stephen Holbrook, who, concerned that Salt Lake City's mainstream media was not adequately representing minority viewpoints, visited and was inspired by KPFA in Berkeley, California. In 1975, Listeners Community Radio of Utah was established, consolidating smaller community groups. A license application was filed in 1976, a construction permit was granted by the FCC on April 11, 1978, and the station launched the following year. Transmission infrastructure was bolstered by a donation of tower space on Farnsworth Peak from Bonneville International, ensuring the station could serve as a Wasatch Front-wide outlet with regional coverage rather than operating as a low-power, limited-range facility.
