The station was established to serve as an informational and cultural resource for the village of Elberta and surrounding areas in northern Michigan, with a mission to connect the community to local history, current affairs, and civic participation. Programming is a combination of locally produced content created by community volunteers and syndicated offerings. The station's founding was shaped by David Beaton, an Elberta Labor Heritage Center board member who previously co-founded WSLR-LP, a low-power community station in Sarasota, Florida.
