Police say Ryan Doan confessed to the crime. He's being held without bail. It happened just before 5 a.m. on Tuesday. City police said the victim went to the Cumberland Farms gas station, South Main Street, for help. An employee there reported the incident to police. Doan said he acted in self-defense and he is being charged with attempted second-degree homicide. Rutland's blighted property is back in the news, about to become a thing of the past, perhaps. It may be recalled that in 2013, the Board of Aldermen voted to make owners of vacant properties register them with the city and maintain them to the satisfaction of the city building inspector. This week, the full board of aldermen adopted changes to the law, that's what they're requesting, that the new city attorney says would make it actually work if approved, according to the Rutland Herald, online today.
