Unlike most radio reading services, which require specially leased receivers, this station broadcasts on the standard FM band, making its programming universally accessible to any FM radio. Volunteer readers present daily readings of The Commercial Appeal, USA Today, and additional newspapers, alongside book readings and author interviews. National and international news programming is provided through BBC News, and the station simulcasts the midday newscasts of WMC-TV and the NBC Nightly News. The American Foundation for the Blind has designated the station as a Model Radio Reading Service. Locally produced programs include Book Talk, featuring author interviews; Library News; Eye On Vision, covering research in vision and eye care; and Night Owl, a bedtime story-reading program for children six and under. The station traces its origins to WTTL, established for the Memphis Shelby County Library System in 1980. It moved to the 89.3 frequency on April 17, 1991, a frequency previously occupied by WLYX, a freeform college rock station associated with Southwestern at Memphis — now Rhodes College — that had been influential in introducing punk and new wave to the Memphis area before its closure in 1989.
