The station serves parts of western New Jersey and eastern Pennsylvania, including the New Hope and Trenton areas. The station is staffed entirely by more than fifty volunteers, each bringing expertise in their chosen genre, with on-air hosts given creative freedom to select music and shape their own programs within those guidelines. Funding comes from audience donations and local business underwriting contributions, with the station stating that one hundred percent of donations go directly toward operations. WDVR signed on the air on February 19, 1990, and was founded by Frank and Virginia (Ginny Lee) Napurano. The Virginia Napurano Center, housed in a former church building in Sergeantsville, serves as the venue for a live traditional country music program broadcast twice monthly before a studio audience — a format the station describes as unique in the northeastern United States.
