Funding came from a National Telecommunications and Information Administration grant combined with pledges from area residents. The station first broadcast on April 15, 1983. Operationally, the station relies on a small paid staff supported by approximately 100 volunteer program hosts, with governance provided by a board of directors elected by the membership. Its programming model blends music with locally produced journalism, covering issues relevant to western Colorado communities. Editorial content has addressed topics including regional public health developments, agricultural policy on the Western Slope, wildlife management, natural resource incidents, and early childhood services.
